Monitoring and Evaluation

The works taken up with State CAMPA Fund are monitored and evaluated at different levels in the Department from Forest Range Officer to Principal Chief Conservator of Forests through field monitoring and inspections. Further, Flying squad parties and vigilance wing are monitoring and evaluating the works and the same is reported to Principal Chief Conservator of Forests & Head of Forest Force on monthly basis.

GPS, GIS and MIS technologies are being used for implementation and monitoring of CAMPA works. Polygons of all the plantations raised and maintained are being uploaded and monitored in e-Green Watch portal/ CAMPA MIS module of AP Forest Department.

The ‘third-party monitoring’ of various works undertaken from the State fund has been done by the Institute of Forest Biodiversity (IFB), Hyderabad for the years from 2009-10 to 2015-16. The Institute has submitted "State Monitoring Report" assessing parameters like average plantation area, Forest vs plantation cover, survival percentage of the plantations, average number of plant species etc. Basing on their assessment of CAMPA Works from 2009 to 2016, it is concluded by the Institute of Forest Biodiversity ( IFB), Hyderabad that the CAMPA plantations in the state are contributing for maximum green cover. The Third party monitoring from 2016 to 2018 is under progress.

1 2009-10 & 2010-11

CAMPA Plantations played a considerable role in achieving the goal of afforestation of the degraded and open forests or vacant lands to increase the forest cover in Andhra Pradesh State. Out of the total CAMPA plantation, Compensatory afforestation (CA) plantations have covered 53.88% of area with an extent of 542.408 ha and Net Present value (NPV) has covered 40.11% of area with an extent of 464.12 ha. Both CA and NPV plantations have shown better performance in average survival for the years 2009-10 & 2010-11 and recorded 97.5% and 95%, respectively in most of the locations. The maximum green cover had been contributed by the plantations of the forest division of Rajampet (249.5 ha), Ananthapuram (139.948 ha), Kurnool (121.3 ha) and Nellore (114 ha) divisions. Out of 11 forest divisions, CA plantations of the Chittoor West division were observed to be the best plantations with an average survival of 96.6% and NPV plantations of the Markapur and Nellore divisions were observed to be the best plantations with an average survival of 95% and 93.25%, respectively. in most of the plantation locations.

2 2011-12

CAMPA plantations played a significant role in achieving the goal of afforestation of the degraded and open forests or vacant lands to increase the forest cover in Andhra Pradesh State. Out of total CAMPA plantations, Compensatory Afforests (CA) Plantations have covered 51.2% of area with an extent of 1680.02 ha and Net Present Value (NPV) plantations have covered 48.7% of area with an extent of 1595.1 ha. Both CA and NPV plantations have shown better performance in average survival for the year 2011-12 and recorded the average survival of 96% and 95%, respectively in most of the locations. The maximum green cover had been contributed by the plantations of Kakinada (820.34 ha), Nellore (400 ha), Ananthapur (361.3 ha) and Chittoor west (316.58 ha) divisions. Out of 16 forest divisions, CA plantations of the Markapur and Chittoor West were observed to be the best plantations with an average survival of 96% and 94%, respectively and NPV plantations of the Chittoor West and Ananthapuram were observed to be the best plantations with an average survival of 95% and 94.6%, respectively in most of the plantation locations.

3 2012-13

CAMPA plantations played a significant role in achieving the goal of afforestation of the degraded and open forests or vacant lands to increase the forest cover in Andhra Pradesh State. Out of the total CAMPA plantations, Compensatory Afforestation (CA) plantations have covered 14.15% of area with an extent of 860.64 ha and Net Present Value (NPV) plantations have covered 85.84% of area with an extent of 5217.38ha. The average survival percentage for the year 2012-13, in both CA and NPV plantations was observed to be 94% and 95%, respectively in most of the locations and have shown better performance. The maximum green cover had been contributed by the plantations of Nellore (810 ha.), Chittoor West (553.39 ha), Chittoor East (511.26 ha) and Ananthapuram (464.88) divisions. Out of 19 forest divisions, CA plantations of the Chittoor East were observed to be the best plantations with an average survival of 94% and NPV plantations of the Markapur were observed to be the best plantations with an average of 95% survival in most of the plantation locations.

4 2013-14

CAMPA plantations played a significant role in achieving the goal of afforestation of degraded and open forests or vacant lands to increase the forest cover in Andhra Pradesh State. Out of the total CAMPA plantations, Compensatory Afforestation (CA) plantations have covered 16.22% of area with an extent of 817.37ha and Net Present Value (NPV) plantations have covered 83.77% of area with an extent of 4219.84 ha. The average survival percentage for the year 2013-14, in both CA and NPV plantations is 98% and 95.5%, respectively in most of the locations and have shown better performance. The maximum green cover had been contributed by the plantations of Nellore (935 ha.), Ananthapuram (769 ha.), Chittoor East (528.94 ha.) and Eluru (323 ha.) divisions. Out of 17 forest divisions, CA and NPV plantations of the Chittoor West division were observed to be the best plantations with an average survival of 92% and 91.25%, respectively during the year 2013-14 in most of the plantation locations.

5 2014-15

CAMPA plantations played a significant role in achieving the goal of afforestation of the degraded and open forests or vacant lands to increase the forest cover in Andhra Pradesh State. Out of the total CAMPA plantations, Compensatory Afforestation (CA) plantations have covered 31.25% of area with an extent of 1290.14 ha and Net Present Value (NPV) plantations have covered 68.74% of area with an extent of 28.37.48 ha. The average survival percentage for the year 2014-15, in both CA and NPV plantations was observed to be 90.65% and 88.97%, respectively in most of the locations and plantations have shown better performance. The maximum green cover had been contributed by the plantations of Nellore (892.38 ha), Ananthapuram (536.64 ha), Giddalur (280 ha) and Kurnool (268.6 ha) divisions. Out of 19 forest divisions, CA and NPV plantations of the Chittoor West division were observed to be the best plantations with an average survival of 98.5% and 97.8%, respectively during the year 2014-15 in most of the plantation locations.

6 2015-16

CAMPA plantations played a significant role in achieving the goal of afforestation of the degraded and open forests or vacant lands to increase the forest cover in Andhra Pradesh State. Out of the total CAMPA plantations, Compensatory afforestation (CA) plantations have covered 25.47% of area with an extent of 1038.354 ha and Net Present value (NPV) plantations have covered 74.5% of area with an extent of 3037.24 ha. The average survival percentage for the year 2015-16, in both CA and NPV plantations was observed to be 89.07% and 88.9%, respectively in most of the locations and the plantations have shown better performance. The maximum green cover had been contributed by the plantations of Nellore (700 ha), Ananthapuram (467.054 ha +13 km), Chittoor East (415 ha) and Chittoor West (400 ha) divisions. Out of 18 forest divisions, CA plantations of the Chittoor East were observed to be the best plantations with an average survival of 95.2% and NPV plantations of the Ananthapuram and Chittoor west were observed to be the best plantations with an average survival of 96.5% and 95%, respectively in most of the plantation locations.
